About Locol Waste

We don't move waste.
We make waste systems perform.

Locol Waste delivers precision waste brokerage and consulting nationwide. As a NYC-licensed Class 2 Trade Waste Broker (BIC License #515022), we operate at the intersection of hauling operations, regulatory compliance, and data analytics.

We specialize in Commercial Waste Zone (CWZ) hauler selection, contract negotiation, invoice validation, rate coordination, and service assurance —ensuring every load is verified, every dollar justified, and every agreement performs.

Our work extends beyond compliance. We help align waste operations, financial performance, and long-term strategic positioning across the industry.

About the Founder

Adam Pasquale

Fourth-generation operator. More than 30 years on the routes.

We don't advise from the outside.
We've run the routes.

Adam assumed control of his family's businesses in 1998. He built and scaled hauling operations, co-foundedRecycle Track Systems (RTS) — a waste-tech platform serving some of the most demanding facility operators in the country — and helped secure NYC Commercial Waste Zone awards as EVP atFilco Carting, a process most of the industry only watches from the sideline.

Locol Waste is what happens when an operator who has done all of that decides to put it to work for everyone else.

The Locol Method

A four-step playbook from the only people who've actually run it.

Brokerage. Compliance. Verification. Execution. Combined when the situation calls for it, applied selectively when it doesn't — but always run by people who've been in the seat.

  1. Operational Intelligence & Cost Control

Identify cost gaps via invoice review and rate optimization. Surface the dollars that hide in monthly statements, equipment misalignment, and overspecified service schedules.

    • Monthly invoice inspection and validation
    • Invoice leveling and rate adjustment coordination
    • On-site equipment review
    • Service schedule confirmation
    • Route and container optimization
  2. Regulatory Precision & CWZ Strategy

From hauler selection through compliance review, we keep operations aligned with the Commercial Waste Zone (CWZ) framework and the regulatory environment that governs trade waste in NYC and beyond.

    • CWZ hauler selection and recommendation
    • Contract negotiation and price coordination
    • CWZ and storage compliance assistance
    • Service assurance and ongoing monitoring
  3. Verified Diversion & Downstream Accountability

We validate where waste actually goes — diversion rates that hold up to audit, destination tracking, and downstream documentation that closes the loop between collection and reporting.

    • Material diversion validation and tracking
    • Downstream destination verification
    • Audit-ready reporting
  4. From Insight to Execution

Analysis without action is just a slide deck. We convert findings into operational change — new contracts, new routes, new container mixes — and stay involved long enough to confirm the change held.

    • Implementation planning
    • Stakeholder coordination
    • Performance follow-through

Sell-Side M&A Advisory

Sell your hauling business.
On your terms.

Most M&A advisors have never stood in a transfer station at four in the morning or fought to hold a route. Adam has.

Locol Waste advises owners of commercial waste and recycling businesses through the most important transaction of their working lives — the sale of the company they spent decades building. Operator instincts first. The right M&A and capital firepower second, brought in deal by deal so the team fits the transaction in front of you.

When to call us

You don't need to be ready to sell tomorrow. The best time to understand your options is before you need them.

  • You're thinking about selling — this year, or somewhere down the road.
  • You received an unsolicited offer and want to know whether it's actually fair.
  • You hold a Commercial Waste Zone award and want to understand what it means for your value.
  • You want to know what your business is truly worth before you sit across from a buyer.
  • You want the whole process run quietly — without customers, drivers, or competitors finding out.

What we do

Sell-side advisory
We represent you, the seller, and only you. Valuation, positioning the company in the best honest light, finding and qualifying buyers, running the negotiation, structuring the deal, and staying at your side through closing and transition.
Valuation & deal readiness
Before anything goes to market, you should know what you have and what it's worth. We value the business the way a serious buyer will, flag the things that raise or lower your number, and tell you straight what to fix before you sell.
Buyer access
In this industry the right buyer is often a short list, not a wide net. We know the operators, the strategics, and the capital, and we know who is actually buying and who is just looking. That access protects your price and your time.
CWZ & regulatory navigation
CWZ award assignments, BIC license transfers, DSNY approvals, and the structuring questions that come with them are where deals stall. We build the transaction so the regulatory path is a feature, not a surprise.
A confidential, controlled process
Nothing moves without your say. We protect your name and your information at every step, so the market only learns about your company when, and how, you decide it should.

Priority First Carting truck rolling through Staten Island

June 2026

Priority First Carting → Century Waste Services

Locol Waste advised on the sale of Priority First Carting, a family-owned Staten Island hauler founded by Freddie Gonzalez, to Century Waste Services — collaborating with M&A advisory firm Academie NBD. Priority First held one of three ten-year Staten Island Commercial Waste Zone contracts. The transaction was structured as an asset purchase and guided through BIC and DSNY approval to a clean close ahead of the program's July 1 start.

How it works

  1. A confidential conversation. We talk, off the record, about your business and what you're thinking. No obligation.
  2. Valuation & readiness. We tell you what your company is worth and what, if anything, to address before a sale.
  3. Quietly to market. We approach only the right buyers, on your terms, protecting your name the entire way.
  4. Negotiate & structure. We run the negotiation and build a deal that works for you, not just for the buyer.
  5. Close & transition. We stay with you through approvals, closing, and a clean handoff.

If you're even thinking about selling, the smartest move is to understand your options now — while you have time and leverage. Reach out and we'll tell you honestly where you stand. Everything is confidential.
